Remove Email Block

Tool name: remove-email-editor-block

Removes one block, of any kind -- removing needs to know nothing about it. There is no undo and the block cannot be brought back through these tools: what it held is gone with it. Bound to the contentRevision of the read and refused whole if anything in it fails, so nothing half-written is stored. Drafts only. Saves the draft; publishing is publish-newsletter-email-content.
