Add Email Spacer

Tool name: add-email-editor-spacer

Puts a spacer into the column whose uuid it names and answers with the uuid of the new block. It has nothing to write: it is finished the moment it exists. What it looks like -- its thickness, its colour, the space around it -- is the style level, update-email-editor-block-style and the row above it. Bound to the contentRevision of the read and refused whole if anything in it fails, so nothing half-written is stored. Drafts only. Saves the draft; publishing is publish-newsletter-email-content.
