Add Email Icons

Tool name: add-email-editor-icons

Puts an icon block into the column whose uuid it names, with its icons, and answers with the uuid of the new block. The size of an icon and where its words sit come from the block this email already has -- they are required by the format, so they are copied rather than asked for. Bound to the contentRevision of the read and refused whole if anything in it fails, so nothing half-written is stored. Drafts only. Saves the draft; publishing is publish-newsletter-email-content.
