Move Email Block

Tool name: move-email-editor-block

Moves one block to another place in its column, or into the column whose uuid it names. The same block moves, so its styling, its uuid and an add-on's configuration survive -- removing it and adding it again would not. Bound to the contentRevision of the read and refused whole if anything in it fails, so nothing half-written is stored. Drafts only. Saves the draft; publishing is publish-newsletter-email-content.
