Add Notification-Email Action

Tool name: add-automation-notification-email-action

Adds an automation email notification action for an internal address, not the contact. emailID references a notification email draft (create-notification-email-draft); notifyReceiverEmail takes an address or dispatchProfile. Requires an unscheduled, inactive automation and its current revision from get-automation; dryRun previews without saving. Place it with afterActionId and branch (next after a regular action, yes/no after a decision).
