Add Goto Action

Tool name: add-automation-go-to-action

Adds a go-to action that moves the contact to targetActionId in the same automation, allowing loops or shared tails. The target must be an action ID from get-automation; the start action and other go-to actions are not valid targets. Requires an unscheduled, inactive automation and its current revision from get-automation; dryRun previews without saving. Place it with afterActionId and branch (next after a regular action, yes/no after a decision).
