Update Webhook

Tool name: update-webhook

Updates supplied webhook settings; omitted fields stay, fields and staticFields replace their lists (a custom field is "CustomField", see settings.fields), and empty activationTagIds.ids removes triggers. A webhook with trigger tags requires user approval of target and transmitted data with confirmActivation. Does not call the target.
